Open Data in the Public Sector: Unlocking Innovation & Enhancing Accountability

Dr. Mark Turner is the founder, president, CEO, and principal research associate at Optimal Solutions Group, LLC (Optimal), a public policy research and software development firm located at the University of Maryland's Discovery District in College Park.

He leads a multidisciplinary staff of 60+ employees in designing and implementing research studies and providing technical assistance on a variety of policy-relevant topics that span Optimal's research centers: education, social policy and workforce development, health, international development, and innovation and entrepreneurship. He has more than 25 years of experience leading large, complex evaluations and studies for federal research agencies. Dr. Turner is also a major architect of Optimal's proprietary software application, ReveloTM, a customizable data collection, analysis, and reporting web tool. ReveloTM is being used at multiple U.S. government agencies and by government ministries in 50+ countries. 

Dr. Turner earned a B.A. in economics from Michigan State University and a Ph.D. in economics from the University of Maryland, College Park. Prior to founding Optimal, Dr. Turner was a Research Scientist at Johns Hopkins University and a researcher at the Urban Institute, and at the Government Accountability Office.
